What Investors Need to Know About Anna Maria Island's Rental Regulations
Anna Maria Island has long been one of Florida's most coveted vacation destinations — a seven-mile stretch of Gulf Coast beauty with a small-town feel that big-market beach towns lost decades ago. It's no surprise that investors have taken notice.
But before you fall in love with a property and start calculating rental income, there's something you need to understand: AMI isn't one jurisdiction. It's three separate cities, each with its own approach to short-term rentals. What's allowed in one part of the island may not be allowed, or may look very different, just a few blocks away.
Here's what you actually need to know before you buy.
The Island Is Three Cities. The Rules Are Three Sets of Rules.
Most buyers don't realize this going in. Anna Maria Island is divided into the City of Anna Maria (the northern tip), Holmes Beach (the middle), and Bradenton Beach (the southern end connecting to Longboat Key). Each city governs short-term rentals independently, and the differences matter.
City of Anna Maria
The City of Anna Maria currently has no minimum stay requirement for vacation rentals. That means you can rent nightly if you choose, though most rental managers on this end of the island tend toward weekly bookings simply because of market demand. There is no city-imposed minimum as of this writing, but that can change, and any HOA on your property adds another layer of rules to navigate.
Holmes Beach
Holmes Beach has historically been the most regulated of the three cities when it comes to short-term rentals. The city has enforced a minimum stay requirement: currently 7 nights in most residential areas, with some zones requiring 30-night minimums. If you're buying with nightly rental income in mind, the zone your property sits in matters enormously. A difference of a few streets can mean the difference between a flexible rental strategy and one with significant constraints.
Holmes Beach has also been active in enforcement, so understanding the local ordinances (and staying current on them, because they do evolve) is non-negotiable before you purchase.
Bradenton Beach
Bradenton Beach currently allows short-term rentals with no minimum stay requirement at the city level. Like Anna Maria City, this gives investors more flexibility, but HOA rules and property-specific deed restrictions can still limit what you're able to do.
HOA Rules Add Another Layer
Even where the city allows it, your HOA might not. Many condominium and planned community associations on AMI have their own rental restrictions — minimum stay requirements, caps on the number of rental weeks per year, rules around guests and parking, all of which exist completely independently of city ordinance. Some HOAs have tightened these rules in recent years in response to neighbor concerns about rental traffic.
Before you make an offer on any property with rental income in mind, you need to review the HOA documents, not just the listing sheet. That means the CC&Rs, the rules and regulations, and any recent meeting minutes that might signal a rule change in process.
The Seasonality Factor
Rental income on AMI is highly seasonal. January through April is prime season, with demand and rates peaking around spring break. Summer brings solid bookings driven by families and drive-market visitors. Fall is quieter, but it's also when savvy buyers often find better pricing on properties, and when you can rent to longer-term tenants if your ordinance and HOA allow it.
Understanding seasonal occupancy patterns is part of evaluating whether a property actually pencils out as an investment: not just whether it can be rented, but when and at what rate.
What This Means for Buyers
Buying an investment property on Anna Maria Island is absolutely viable, but it requires due diligence that goes beyond the listing. You need to know which city the property is in, what that city's current rental ordinance says, what the HOA allows, and how seasonal demand affects your income projections.
This is the kind of research that pays off before you're under contract, not after.
